The procedural vote failed 49-50, with many Democrats who had been signalling their support ultimately voting against the bill.<\/p>\n<p class=\"wp-block-paragraph\">Senator Mark Warner criticised the bill for allowing the president to profit from crypto. He said they were close to \u201cresolving some of the toughest outstanding issues around law enforcement and national security\u201d, but in the end, \u201cthe failure to address this fundamental conflict of interest made it impossible for me to support moving forward\u201d.<\/p>\n<div id=\"blockquote-block_322e5b740c01e70278c0ced46f9442f4\" class=\"blockquote-container variant-personal\">\n<div class=\"blockquote-text\">\n<p>That is why I voted no today.<\/p>\n<\/div>\n<div class=\"blockquote-attribution\">\n        <img decoding=\"async\" class=\"author-image lazyload\" src=\"https:\/\/cdn.cryptonews.com.au\/2026\/09\/16154651\/Senator-Mark-Warner.jpg\"\/><img decoding=\"async\" src=\"https:\/\/cdn.cryptonews.com.au\/2026\/09\/16154651\/Senator-Mark-Warner.jpg\" class=\"author-image\" data-eio=\"l\"\/>        Senator Mark Warner    <\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Sen. Elizabeth Warren acknowledged the bill was a first \u201cmeaningful\u201d attempt at US crypto regulation, but said the proposal fell short on combating illicit finance and protecting investors.<\/p>\n<p class=\"wp-block-paragraph\">However, the bill is not dead. Warren \u2013 who could lead the Banking Committee if the Democrats win the midterms \u2013 also said she would be happy to \u201csit down with other Democrats, with the Republicans, and with the industry and hammer out a meaningful crypto bill\u201d.<\/p>\n<p class=\"wp-block-paragraph\"><strong>Read more:<\/strong><strong> <\/strong><strong>Strive Hits 25,000 BTC as Treasury Push Continues<\/strong><\/p>\n<p class=\"wp-block-paragraph\">Such a bill, she said, would need to protect national security and the economy while \u201cdial[ing] back the corruption\u201d, which would require Republicans to change their current stance.<\/p>\n<div id=\"blockquote-block_06127eb854b7f230d84b67aa19cf4a8b\" class=\"blockquote-container variant-personal\">\n<div class=\"blockquote-text\">\n<p>I think we could get that done, but it will require the Republicans\u2019 willingness to stand up to Donald Trump \u2014 and that\u2019s a pretty tall order.<\/p>\n<\/div>\n<div class=\"blockquote-attribution\">\n        <img decoding=\"async\" class=\"author-image lazyload\" src=\"https:\/\/cdn.cryptonews.com.au\/2026\/04\/22152456\/Senator-Elizabeth-Warren.png\"\/><img decoding=\"async\" src=\"https:\/\/cdn.cryptonews.com.au\/2026\/04\/22152456\/Senator-Elizabeth-Warren.png\" class=\"author-image\" data-eio=\"l\"\/>        Senator Elizabeth Warren    <\/div>\n<\/div>\n<h2 id=\"h-what-s-next-for-the-clarity-act\" class=\"wp-block-heading\">What\u2019s Next for the CLARITY Act?<\/h2>\n<p class=\"wp-block-paragraph\">According to journalist Eleanor Terrett, Sen. John Kennedy and Sen. Ted Cruz argue that the CLARITY Act is not necessarily dead because Tuesday\u2019s failed vote does not prevent lawmakers from reviving it later.<\/p>\n<p class=\"wp-block-paragraph\">Kennedy expects negotiations could resume during the lame-duck session after the November elections, while Cruz hopes lawmakers can bring the bill back despite Tuesday\u2019s setback.<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-x wp-block-embed-x\"\/>\n<p class=\"wp-block-paragraph\">For crypto, this means the US is not getting a comprehensive market-structure framework like Europe\u2019s MiCA framework in the near term. Much will depend on whether lawmakers can agree on the ethics provisions.
