Ethereum researchers have unveiled a draft Ethereum Improvement Proposal that would introduce a tapered issuance burn, gradually destroying part of validator rewards as the network’s staking ratio increases to discourage excessive staking.
The proposal was co-authored by six researchers, including Ethereum Foundation researcher Justin Drake, and would see the proportion of rewards burned rise alongside the amount of Ether staked across the network.
Once approximately 60.25 million ETH, or around half of Ethereum’s supply, is staked, the burn would reach 100%, reducing net consensus-layer issuance for validator duties to zero.
Researchers argued the current reward structure continues encouraging additional staking because it always provides a yield, even at high staking levels, potentially concentrating power among major staking providers while diluting non-staking ETH holders.

Debate Builds Around Rewards
To reduce disruption, the proposal would introduce the changes gradually over an 18-month period, with rewards initially remaining close to current levels before tapering lower.
The draft was first published on GitHub in mid-July before formal discussion began on the Ethereum Magicians forum this week.
Reaction has been divided, with critics arguing lower rewards could weaken decentralised finance activity and reduce the attractiveness of staking, while supporters said lower ETH issuance could provide price support by reducing inflation.
The proposal remains at the draft stage and must undergo technical review, community discussion and developer coordination before it could be included in a future Ethereum network upgrade.
