Ethereum co-founder Vitalik Buterin set his 2023 roadmap diagram beside the Ethereum Foundation’s current planning document on 10 August and said parts of the newer one were never in his original.
“What’s most striking, however, is that some completely new things are in the strawmap that are not in this diagram,” Buterin wrote.
The strawmap is not Buterin’s personal roadmap. It describes itself as “a strawman L1 roadmap by EF Protocol”, the Foundation’s protocol team, and is maintained by four people: Justin, Thomas, Toni and Buterin.
It began as a discussion starter at a Foundation workshop in January and is revised at least quarterly. The document calls itself “an invitation to view L1 protocol upgrades through a holistic lens”, covering years of work instead of one fork’s contents.

Five Goals for the Base Layer
The document sets out five targets it calls north stars, drawn as black boxes down the right-hand side of its diagram. A fast layer one would deliver transaction inclusion and finality in seconds. A gigagas layer one would push throughput to one gigagas per second using zkEVMs. A teragas layer two would carry one gigabyte per second through data availability sampling.
A post-quantum layer one aims at “centuries-long cryptographic security, via hash-based schemes”, replacing the elliptic-curve cryptography a large quantum computer would break. A private layer one would make “privacy as a first-class citizen, via L1 shielded transfers”, moving privacy from add-on tooling into the protocol. Lean consensus appears as a component of a coming fork.
Buterin has been moving in this direction for months. He has said quantum safety shifted up “a LOT” in priority and that privacy is now a first-class goal, in a roadmap that amounts to a near-total rebuild taking years. He has called that wider programme Lean Ethereum and put it on the scale of the Merge, phased across three to four years. He has separately pushed to simplify Ethereum’s node software.
Reports of his post also credit AI-assisted formal verification and STARK-based proving among the priorities. Neither appears in the strawmap’s own summary of its goals.
The document names no delivery dates for any of the five targets. The next scheduled upgrade, Hegota, is targeted for the second half of this year and is built around hardwiring censorship resistance through a mechanism called FOCIL.
Buterin also released Kohaku, an open-source toolkit for building private wallets that ships with support for the Railgun and Privacy Pools protocols, before the strawmap took its current shape.
